No matter however pressing the exigency of the time may appear, the “Constitution of the United States is a law for rulers and people . . . at all times, and under all circumstances.” Ex Parte Milligan, 71 US 2, 120 (1866); Twitchell v Blodgett, 13 Mich 127, 149-50 (1865). And as you can see by these citations, this has been a well understood principle in the United States Supreme Court and the Michigan Supreme Court for well over 150 years.
