Prop 1 (Budget Stabilization Fund): Increases state’s “rainy day” fund from 10% to 25% of general revenue & mandates annual transfers of $750 million or the amount needed to reach the 25%.
Prop 2 (Ag Property Tax Exemption): Exempts tangible personal property (e.g., machinery, equipment) used in agricultural production or agritourism & located on agricultural land from ad valorem taxation, effective for 2027 tax year.
Prop 3 (Homestead Exemption & Essential Govt Services): Raises homestead exemption for non-school taxes to $150,000 in 2027 and $250,000 in 2028 (adjusted for inflation thereafter), reduces annual assessment growth cap for non-homestead property from 10% to 5%, and restricts local gov’ts to using property tax $ for core services like public safety & education.
